Oscar Duran - Community Revitalist
With nearly 15 years of leadership experience in the community development sector, Oscar has dedicated his professional career to being a change agent in all communities he serves.

His specific areas of expertise include; community engagement, program development and assessment, community data collection, building public and private partnerships, board development, long range housing property development, and neighborhood revitalization strategy.
Our Story
Oscar Duran spent the last 14 years strengthening communities through maximizing coalitions, developing innovative housing programs, and maximizing a growing and influential network of community development professionals. In this time he oversaw 5 large scale multi million dollar neighborhood revitalization developments, facilitated more than 600 community meetings, served on 10 regional planning initiatives, completed 5 housing development projects in his own personal portfolio, and currently stewards a portfolio of more than 1,000 low income households utilizing federal housing assistance.
In 2016, Oscar launched BlackSailboat.com as a platform to speak on and improve the very real and unaddressed challenges to our field of study that is “community work”. In 2018 Oscar Duran expanded Black Sailboat to include a consulting group that partners with its’ growing list of client communities, businesses, and property owners that all have one thing in common, a genuine care and love for their communities.
